Dr. Chang Kuei-Hsiang

Dr. Chang Kuei-Hsiang specializes in satellite systems engineering and large-scale program management. After earning his Ph.D. in Engineering Mechanics from the University of Alabama in 1991, he joined the Taiwan Space Agency (TASA) in 1992. Throughout his career, he has held several key positions, including Program Manager and Deputy Director General.
Between 2010 and 2017, Dr. Chang served as the Director General of TASA, where he spearheaded the FORMOSAT-5and FORMOSAT-7 programs. His leadership was instrumental in implementing Taiwan’s policy of space technology autonomy. Having been involved in every stage of the nation’s satellite initiatives, Dr. Chang possesses profound practical experience and stands as a landmark figure in Taiwan’s space program management.


Communication Resilience
Aetherion Networks Technology Co., Ltd. provides a sovereign multi-orbit satellite system utilizing multi-layered redundancy and multi-node architecture to ensure a resilient communication network independent of any single orbit or channel. By integrating the complementary strengths of LEO, MEO, and GEO systems, this integrated network ensures uninterrupted core services during extreme scenarios such as submarine cable breaks, infrastructure damage, or strategic blockades. Through intelligent spectrum management and autonomous network reconstruction, the system enables rapid recovery and autonomous scheduling to maintain the continuous operation of critical national infrastructure, government command, and emergency response systems, establishing a strategic foundation for national communication resilience.

Digital Sovereignty
Driven by the twin strategies of Industrial Autonomy and Digital Sovereignty, we are localizing satellite manufacturing in Taiwan by building end-to-end capabilities in R&D, design, production, and system integration. By indigenizing critical technologies and upgrading supply chains, we are establishing a self-reliant space industry ecosystem while securing MEO/GEO slots and spectrum resources to command essential space communication assets and long-term autonomy. Aligned with national policies, we collaborate with domestic and international partners to develop a next-generation multi-orbit sovereign communication satellite system that transcends single-orbit limitations to strengthen autonomous control over digital infrastructure. Driven by industrial autonomy, we are localizing satellite production in Taiwan by establishing a comprehensive domestic ecosystem for R&D, design, manufacturing, and testing to upgrade the supply chain and fuel industry growth. Through cross-sector integration and collaboration with academic and international partners, we develop next-generation multi-orbit sovereign communication satellite systems that overcome single-orbit limitations to enhance national security and technological self-reliance.
